Yes. They limit max tilt, which reduces max airspeed by about 20km/h (regardless of wind).

Maybe that's why I feel like its sluggish when moving forward, backwards, etc.. Do most fly without the OS on? Curious......

They slow it down in general. Speed is reduced when they are on to allow them to be functional. Around 20mph with sensors on. 30mph with them off in P mode. 40mph in sport mode.
