I'm using an iPad Mini V4. Its never let me down. It fits into the controller without the need for any additional cradle. I have also found the IOS app to be more stable than android. This tablet is a few years old now so should be able to pick one up second hand close to your budget,
This is completely normal and is due to the speed in which you pan.
As an example, if shooting 35mm film, on a 50mm lens shooting 24fps, a smooth, non-jittery 90 degree pan will take 23 seconds.

Instead of using the small port on the side of the controller use the standard USB port at the bottom. As far as I know this doesnt pass charge to the tablet/phone. I had the same issue but since switching the controller battery lasts a loooong time.
