I'm pretty certain he was referring to the mechanical oscillations. The sun glare on the lens coupled with the mechanical oscillations (four sets of props, rotating motors) and the gimble slightly lagging the oscillations it's trying to compensate for. Bearing in mind that I may not of entirely understood the explanation.

Basically he told me, "Try it, you'll see." and I trust he has the real world experience to addressing various hardware and software glitches that are bound to crop up in complex systems.
 
Well I 100% agree with lens hood. As ND filters reducing lens flair I've not heard of that, unless he mean the ND filter will slow the shutter speed and get the motion blur.
One point to make about filters in general, buy the best one you can in terms of quality a 6.00 plastic filter will not help with image quality.
