Must the phone be hooked up to controller, and everything powered on to be able to change camera settings on the camera? Seems like lots of with just to change camera settings. Thanks!

Yes, camera settings are controlled through DJI Go and stored within the drone. So everything needs to be powered on, which it all most likely is anyway when the need arises to change anything. Otherwise it would be like playing with the TV remote without having the TV turned on.
All camera settings are dependent on the situation you are filming in, so I don't see any situation where you'd have to change any settings 'offline'
