Active Track Won't Keep Up - Advice?

Need a little help with Active Track. I'm trying to film someone wake surfing but the drone falls extremely far back when I'm filming. I've been primarily in trace mode but each mode has the same problem. I've got the stick as far forward as I can but it will only travel about 2-3 mph and ends up losing the subject. Its really weird because when I engage the encircling option it speeds up but as soon as it gets behind the subject it lags way back again and then can't keep up. I thought maybe locking on to the wake surfer was the problem so I tried to just lock onto the boat since its only a few feet from the surfer and much larger but it still lags way back. Is there a distance from subject setting or speed setting I'm missing?
