"Free enterprise" Are you serious?
You do know those Russian billionaires are former local politicians who were given state assets. They are not businessmen in the sense of Bill Gates or Elon Musk. They are former politicians and cronies of the former Communist era. Have you heard of any big businesses expanding out of Russia in the last twenty years and creating new billionaires like Tesla or Amazon have? No, the money is from the former Soviet run oil and gas industries. They buy property in London to funnel money to crime syndicates who offer them protection because you can buy property in the UK without registering your name. If you think these are legitimate business people buying property in London to live in you are sadly mistaken.
The billionaires were forced to give half their money to Putin and if they refused to they were sent to prison on false charges. The elections of the Russian Prime Minister are rigged by only providing alternate candidates who don't actively seek campaign for election. They are just names on a ballot paper than no one has heard of. They don't hold any political rallies, producing any TV adverts or go on TV to promote their political parties. Some don't even have websites yet they are supposed to be the equivalent to Labour or the Liberal Democrats. Four year ago Russia annexed Crimea, a former region of the Soviet Union. Has the America or Britain invaded any former territories recently.
China has also been accused of hacking into companies and universities around the world to steal intellectual property. No one has accused the UK or American governments of doing anything like that. The British or American governments also haven't been accused of forcing 1 million of their citizens into concentration camps in the last 2 years.
To compare countries in North America or Europe with Russia or China is silly and ill-informed. Yes UK and America have access to our phone calls and emails but it has led to a rapid increase in the number of suspected terrorists being arrested. Sadly Russia assassinates people whilst China hangs people without a trial.
Please don't compare US and Britian with Russia and China. You are doing Democracy a great disservice.
