As AIS style transmitters will become mandatory, will there be grandfathering rules?

Hi,

as AIS style transmitters, which provide drone location transmissions to Aircrafts or Air Controllers, will become mandatory eventually, will there be grandfathering rules which exempt existing drones without transmitters?

A EU proposal already steers towards onboard location transmitters.
