So a few days ago, I charged my MPP batteries in anticipation of getting to fly. It never happened. The batteries are showing about 70% and so is the controller. Now, that's enough for what I planned on doing, will it hurt them to top them off?

No, not at all. The idea is not to store Lithium batteries mostly or fully charged over the long term. DJI's "intelligent" batteries, such as used on the M2 and others, will discharge down to a proper storage level if left unused for an extended period.
