Bridge Inspection close (<50M) from moving trains

Bridge inspection mostly from below
Rail operators approval in place.

I would need to fly closer than 50 Meters from uninvolved people. I have read conflicting rules regarding people inside structures/vessels/vehicles.

Is this possible in the open category?
