Have read the regs ad nauseum and still confused how they relate to sub 250 gram drones, can we safely ignore the rules and just fly "safely"?, really? What about class C airspace?
 
The Part IX regs are only for RPAS that are 250g and above, so as long as you don't cause a hazard to aviation safety, or people on the ground, you should be fine. What that's interpreted as though is up to the reader.
