I've tried different cables but I can't get the charger to charge my Ipad mini 2. It charges the controller and batteries but not the iPad. Is this normal?

I have definitely seen other complaints like this in these forums but it seems to be hit and miss my iPad Air 2 does actually work with the charger. I chalk it up to Apple being Apple.
