Charging Batteries

Anyone else have an issue with the batteries not topping off when charging? Mine continue to keep charging for more than two hours flashing four lights. It use to turn off after about 90 minutes. When I check the battery on the RC it says 99%.

How many charge cycles on the batteries, they loose capacity as they get older ?

Less than 15 charges.
