City Fly over Permission (Saskatchewan)

So im thinking of joining the Sky Pixel Contest and i was thinking of filming saskatchewan.
im just wondering if has anyone filled out a drone fly over permission form for flying in the cities? i am planning on asking city of saskatoon for permission but im not sure if they would approve me or even give me a chance.
FYI i dont have SFOC or Liability insurance.
Oh and another thing, i checked out the UAV Site Selection Tool for flying drones and i noticed that most parks doesnt have a red circle (no fly zone) in it but last i checked flying drones in parks are not permitted. so whats the deal with that.

I doubt if any govt. agency would give permission without proof of insurance.

Im assuming you mean Saskatoon, if you mean Saskatchewan you better get more batteries.

Here are the proposed rules for flying in Canada at the moment. We are supposed to be flying like they are already law.

As far as the parks are concerned I have no idea.
