I don't believe it could flown legally under CASA regs, in Australia.
The safety factor is highly risky, IMO.
 
So being a manned aircraft and not a drone, would he need a pilots license, in Australia? In which case he would have to fly it above 21 meters at all time?

I see a big can of worms! I can’t see it being made legal even if just from a safety perspective - it’s dangerous to both pilot and bystanders.

I’d rather have the rotors spinning above me than below.

If you watch his Youtube videos he appears to be a guy with lots of money (kevlar isn't cheap), lots of time(he allegedly built it himself),(Mod Removed)and little common sense. An exhibitionist (an influencer for millennials)
