Buying refresh on activation is a loophole, but DJI is supposed to transfer the existing refresh to the new S/N. Maybe they don't when it is the last available replacement or they forgot.
I suspect DJI's cost of goods sold is so little, after all R&D costs have been repaid that they are still making money on every Refresh claim, from the cost of the policy, especially if never used, plus the cost of the deductible, each time the policy is used. It's definitely a profit center, like most insurance!
