Dji app. Quality seems better during flight in video vs photo mode..?

I'm using an iPad Air 2 with the dji go app and when I'm flying it seems that it's wayyyyy better quality flying in video mode than when I am in picture mode. Is this standard? Anyone else notice this?

If you switch photo mode to 16:9 it will look much the same.
But any stills you take will be cropped.
You can take a photo by pressing the controller button while in video mode - but if actually recording you have to stop that first.
