In this instance - 'FCC' and 'CE' refers to the strength of the transmitted signal.

The 'CE' signal is weaker because in the European region, wireless & telegraphy Acts limit the transmitter output to a lower power than accepted in America.

Yes, there are a number of options to enable 'FCC' mode on a 'CE' drone - but the one I'd take a hard look at is Drone-Hacks. I've used their software over a number of years and found it to be reliable.
