So the part about a drone not transmitting GPS information is not exactly correct. It is retransmitting its location to the controller on the ground. Therefore there are radio signals with GPS location being broadcast, and since it doesn’t know which direction to transmit signals go in all directions and can be detected by the correct equipment.
