Drone pilot perform recon of suspected chop shop

I read a lot of folks here posting video/links to perceived 107 violations and get all bothered by it.
I don't know the credentials of this drone operator but if he was in violation, I'd feel like he should
get a pass.

I watched the KIRO video about the story. What perplexes me is that with evidence that amounts to probable cause, the city of Seattle hasn't gotten a search warrant and busted the ring? I'll bet they would find a lot more going on than just stolen cars.
