If in the US, the response is "SO WHAT?" In other countries, it might be an issue. Usually, guards are used inside anyway. What would one use them outdoors? Maybe to protect the birds?

Propeller guards outdoors? To protect the propellers. A handy thing for beginning flyers.

I remember seeing a video of someone flying a mini with prop guards into a wall repeatedly. It just bounced back and kept flying.

Anyone flying a drone into a wall “repeatedly” OUTDOORS needs more help and what prop guards will give them. Maybe they were just doing a demonstration to show how good the prop guards were. If not, there’s more things to worry about.

Just register the thing. Its five bucks. Whats a drone police? Never seen one.
Maybe if your that guy that mounted a pistol on his drone, then you may have something to worry about.
