I think the top one was a 6 second exposure. Bottom one a 2 second. I am using a night filter but other than that nothing special. Just a clear night and zero wind.
Those are actually Long Exposure shots and not Time Lapse . Time Lapses and Hyper Lapse are video based. The one on the bottom is the better of the two.
I might suggest shooting these types of shots a little earlier in the evening and before the sky goes so dark. The camera sensors can reveal some spectacular results which our eyes are not capable of seeing. There is a time of dusk referred to as "blue hour". It isn't really an hour but a small time frame when the natural lighting produces some interesting results. If timed appropriately and using creative filters, you can still slow the shutter to reveal movement in the scene (headlights or ???).
