They are different systems. And since they currently don't talk to one another, you need separate authorization in both systems.

So what is the point of the Fly Safe Unlocking?

DJI is trying to prevent people from flying in potentially dangerous locations. They don't currently offer a way to get FAA authorization via LAANC, so it's really the best they can do right now.
