Below the de minimus so it's perfectly legal without tariffs.
Getting it straight from Japan without a middleman
Technically, according to U.S. Customs, the tariffs are based upon the country of origin, rather than the country from which it is imported. So since China is still the country of origin, the current Chinese tariffs of 30% are supposed to apply, and the Chinese $800 de minimus exception already expired, and cannot be used.
However, as long as the seller is the shipper, and on eBay they are, they are responsible for the accuracy of the Customs declaration form they fill out for the package, not you. Any inaccuracies are on them, not you.
You're in the clear, unless it comes with a bill from the courier for unpaid tariffs.
