gimbal weird movement

gimbal not stabilized tilts sideways when moving the drone, i have fpv mode off and made all the calibration but it still happen. it is mainly in windy days but im not sure if this should be happening at all doesnt seem right. Any advice on what should i do? thanks

To clarify it is not about horizon not been centered, because it like bounces side to side depending on how i move the drone

Is the horizon level now?
