Is it necessary to have the mavic and controller turned on as well as the Go 4 app when doing changes or adjustments to settings on the app ... or can you just have the app turned on? ... thanks

Yes. Since most of the settings are stored on the Mavic, the Mavic will need to be powered on and connected to DJI GO.
