Is this the one that has been sitting there for a long time, but nothing is currently being done to it? If it is, I think you you showed a tunnel from it a while back. Weird they would put all the effort to start it but not finish it.

This one was started in 197x year and they build less than 200 km out of ~500 and this section stayed like this for years now
