Seems we have a region in CO plagued by numerous airspace violations by civilian drones so the federal government is enlisting aid from local law enforcement. Municipal Drone Policy
"The Aurora Police Department (APD) entered into an agreement with the Federal Bureau of Investigation (FBI) and U.S. military this week to “assist, respond, detect, detain and investigate” anyone who illegally operates a drone over Buckley Space Force Base." The
story (Read the entire agreement below, beginning on page 51) where you can find statements like this:
"APD will have primary responsibility to detain individuals not subject to the UCMJ or who operate a UAS outside the concurrent jurisdiction area of BSFB, as necessary, until the appropriate federal law enforcement agency can respond. The U.S. Code provisions for which APD will detain individuals for violating include (but is not limited to) the following in reference to federal law and Colorado Revised Statutes:

C.R.S. 18-4-501 (1)- Criminal Mischief
