You don't know if he has been getting the permits or not.^Haha, I'm just using common sense, I don't live in your great state but someone doesn't have to live in NYC to know they're never going to issue a drone pilot a permit to fly over the heads of people in a large park at night who doesn't have a part 107. Does the FAA permit you fly over people without RID in your drone? Does he have a spotter, did he maintain VLOS?
The NEO 2 launched on Nov 13 and Americans got it later. Hard to believe he got a permit from the stingy city that fast.
You can get them. It's not easy and has restrictions. The permit process requires for you to have the Part 107, have insurance, post notices in the area before the flight, etc. It covers one specific day with a detailed plan of the operation. If the weather is bad that day, you are out of luck.
Or look at it in another way. If he's posting multiple videos of drone flights in NYC and sharing them publicly, someone will have reported the videos. And he's not the only drone pilot getting permits to fly in NYC.
