Doctor who is a Drone Pilot is taking Newton, MA to court over their local Drone Laws. This could set precedent for other Pilots and locations.
 
Kinda sounds like what the new proposal for registration was outlining. As the ruling on FAA hobbyist registration has been overturned, the new proposed legislation would give authority to local governments, which is scary and rather unnerving to say the least.
 
FAA doesn't like local regulations that interfere with their dominion over the National Air Space.

FAA Issues Fact Sheet on State and Local UAS Laws

Since the FAA considers drones to be aircraft, limiting drone flights may also, by implication, involve any aircraft passing over that location. To limit drone flights, states or localities would probably need an exemption from the FAA.

The FAA feels that local laws should deal with things like privacy and the attempt to weaponize a drone (no kidding!). The interesting thing is that most of these things are probably covered by existing laws.

It's interesting that some feel that drones require special laws. I think they should be treated like skateboards. Just one more thing to deal with.
