Jello static?

Have shot some video with the Mavic and gotten great results. Once in awhile I get some jello or staticy looking junk. It's usually near the bottom quarter of the video. It's not from the props in the sun. I've seen that before.
Would using a SD card that was too slow do this? Prop balance? Any suggestions? This has been rendered, but it's in the raw footage as well. Here is the link to the video.

That might be it. No ND filter. But even in bright light it's not doing it all of the time.
