Large concrete structure covering creek. What is this?

I found something in the woods next to a park that I frequent. It’s a large concrete structure in the woods covering a portion of the creek. Does anyone here have any idea what the purpose of the structure is?

The local municipal records office would probably be the best place to start looking. There is something equally concrete and mysterious where I live, not many people know what it is for sure and the speculation ranges from sensible to laughable. It's only when the smell gets a bit insistent during really hot summers that the truth becomes clear. It's a massive Brutalist concrete sewer built like an aqueduct with a tower at one end.
