Other traffic is the main reason for calling off high-speed pursuits. Too many innocent people get hit. That's why they have police tarffic helicopters in the first place. They go faster, higher, and farther than drones.
That was the reason for the suggestion of relay drones. One reaches the end off its range, and hands off the pursuit to the next drone in a box. With enough drones in a box, you can cover a whole city. That's the current goal of most LEO drone setups.

How many drones would be enough? In 2024, there were 1116 pursuits in LA, with 1/3 ending in a crash.

It's not the number of pursuits. It's their locations. Police want the drones in a box all over the city anyway, as the first response to every police call. Certainly cheaper and quieter than a single helicopter covering the city 24/7. Limited by battery power, they can probably redock at a power relay station, while the drone in that box takes over pursuit.
