Mavic 2 Enterprise Dual Camera will not work before official dawn.

Is this by design or is there something wrong with my bird?

Do you know how it determines dawn at your location?

Most likely with the clock and geo. Not sure really.
I have tried four times now to do Twilight flight with Beacon. Camera will not respond to controls or broadcast an image until within 3 minutes of official sunrise

No, if you have the 60+ page version.

The only reference to night flight is on page 31 that simply states the beacon allows identification during night flights or low light

If there’s nothing in the settings on the drone to change it, I’d contact DJI.
