Why my mm1 battery is not charging 2 lights are on 2nd and 3rd light. How can i fix this

Had it been sitting around for a long time, during which it could have really drained?

Had it been sitting around for a 3 Months with 60-70% off battery. And use it until got 30%. And when i charge it the 2nd and 3rd light is steady
