Can you develop a flight plan with a Mini?

If you by "flight plan" mean autonomous flights ... then yes.

I'm with @slup on this. Litchi works very well and has features that the Fly app is lacking

Agreed with the above. I never had any issues with using waypoints. Saved a lot of time on video projects.
