I am in the process or adding lights to my drone so I can see it better at a distance. I am flying a Mini 4 pro. I bought a lighted landing gear and plan to mount LEDS on the side. Is this considered a modifation that is prohibited. The lights are COB LEDs and they are really bright. With another system I used I could fly to maximum of 900 feet and still see the drone. I expect that distance to increase when I use the new system. And yes it will be visible from all angles. But tonight I read that it is lot legal to modify a drone.

When the authorities use the word "modified" they normally mean "hacked" to remove arbitrary restrictions (geofencing/altitude). The only thing adding lights will modify is the MTOM, which takes your mini 4 pro drone out of the sub-250grm class.
