In the 50's they started testing Nuclear weapons.
Now everyone on the planet has a bit of Strontium 90 in their system.
I don't believe the "yield" of a device is what they are want to improve, but the delivery systems. We have complete deterrence anyway, subs down deep anywhere in the world, but of course, systems do require maintenance and upgrades.What could possibly be worth more testing? The current destructive known capabilities of present day devices are many times what was used in wwII, and could wipe out everything in a matter of hours. A far more effective strategy would be to invest in protection systems instead of bigger bombs. As Cafguy said, do we really need more strontium 90 in our environment?
