If I use the charger cartridge to hold or store the batteries will it slowly deplete battery power? I know if I leave the battery on my dewalt drill that seems to be the case.

Simply restating what I've read here...It is safe to store them in the cartridge. Mine seem to hold their charge and that's how I store them. Hope that helps.

As the Mini batteries are not capable of self discharging and the charger is not consuming any current without anything connected to USB, they will just keep the charge. This is also the reason why it's recommended that you discharge them if they are not used for 10 days.

So do not leave all the batteries and controller plugged in when not using, and fully charged ?

Do not leave the intelligent flight batteries fully charged over a period of 10 days. There is nothing in the manual about the remote controller as this has an internal battery. You have the links above, feel free to double check. You do not have any advantage of leaving them plugged in.

Thank you

Yes, I should have been more clear. I was referring to the cartridge being unplugged. The reason I asked the question was it gives you a courtesy reading even when it's not plugged in. That's why I asked. Thank you for the responses.
