What you are trying to ask here isn't clear.

A polarizer doesn't come with higher "ratings". It's either polarized or not. That's why they have the combo NDxx/PL....

Or am I wrong?...

By reducing reflection and glare if used correctly.
But it's difficult to use correctly on a drone.

They have the combination for people wthat want to use a polariser and an ND filter.
It's more convenient than using two separate filters.
