I have tried 4 different times all with the same results. I am not having a problem (M2Z) with normal color profile and 30fps. When I switch to Cinelike and 24fps, all of my rendered video comes out choppy like this video. I am setting my my project fps to 24 before I add any media. I am about to pull my hair out. Thanks.

Are you quite sure it's not just that the D-Cinelike is being recorded in HEVC and your computer cannot play that format smoothly?
Is hvec an option in go4? It is choppy on 2 separate computers, my phone and on the smart tv.i am rendering to h264

Hvec (High Efficiency Video Coding) is basically h265 and h265 is an option in the dji go4 app. I see you say your rendering using h264 is that in post production video editing? What is you mavic 2 recording in h264 or h265? . It might be you are recording in h265 and then try render the h265 footage to h264.
