Why is anyone even reading this article? It has about as much chance of being factual as DJI turning repairs around in a week.

But seriously, they should have all drones registered and an annual air worthy certificate policy implemented. All pilots should have full liability insurance and be able too pass a basic test understanding the principals of flight and basic physics. Maybe then the people flying like total dicks will take a little more responsibility.
