The headline says they were arrested, but the article never said that. They should been further away so they didn't get caught. I doubt they learned any military secrets.

Not much to see from the outside. You sure don't want to be flying your Drone around ANY military base or activity.
That's just asking to be detained.

Instead of flying a drone over the carrier, why no just take a public tour of an active duty carrier? There was a tour of USS Carl Vinson offered in Los Angeles in May. They even allowed non-citizens on board if they had a passport.

One would think the carrier should be broadcasting drone jamming signals whenever in port.

That's usually just not practical or necessary, and it causes interference with other systems. Also, it may be illegal. In Canada, for example, the military need permission to use radio jamming from the radio frequency regulator, Industry Canada unless its a national emergency or its for R&D.

Yes, that's right. It is illegal. Ignorance of the law is no excuse. Imagine drunk driving 120 mph on city streets and challenging criminal charges on grounds that it was at 2:00 am, no one was around, no one got hurt, and you were just curious what it would be like. 49 year old Chinese national college student? Maybe this was just a frat initiation prank? There are 350,000 Chinese nationals "studying" at schools in the USA and 750 Americans studying at schools in China. Anyone know why the discrepancy? Are schools in USA really that much better? (I know this happened in S Korea but still curious).

Years ago, SEAL TEAM 6 had a special RED CELL unit that was tasked with testing and probing security at Naval Bases. They were very successful and demonstrated how they could, among other things, sneak onto a nuclear submarine and install dummy explosive charges. I would say these "college students" have demonstrated that Naval Bases with billions worth of indispensable US military assets are more vulnerable to a "lone wolf" drone attack than the average NFL football game.
