Yes you can.
you need two controllers to do it one the primary controls the drone and the other secondary controls the camera they both need to be linked to the drone
 
Most of us probably interpreted "phone" to mean another controller. It's true, just a phone can't do it, not even with the pre-M2 that offers WiFi to phone link without controller. In that sense, it's RC link or WiFi to phone link, not both. The link type is set by a switch on the AC.
 
Yes that should work.

You can also use the RC and DJI goggles to control the camera. The goggles have the capability to use you head movement to steer the AC or steer the camera. You can’t do both at the same time. But you should use a spotter if you wear the goggles and control the AC at the same time.

I wish DJI would add this feature. The SmartController has a USB port that would be perfect for connecting a phone for use as camera control!
