Being fairly new to the drawing community I wonder if anyone can give me I think I suggestion for a good photo / video editing program

Using the search function type in edit or editing and you will find dozens of threads discussing this. I think Photo Shop and Light Room are by far the most referenced.

Those two get a lot of press; you might also investigate Paint Shop Pro, a highly capable editor at a much lower price point.
 
GIMP is also a good photo editor and it is free.
 
Seems like it would depend on what you will be doing the most; photo or video ? Also what level your computer skills are ?

If you are shooting in RAW, make sure the editor can handle DNG files . Each package handles RAW files differently.

I use Pinnacle Studio as it works well for video. Mostly because I already owned the software. About $79.00 .

Also using Corel 7 which includes photo editing. Also an old package which I had on my computer.
 
If you don't want to rent from Adobe with their excellent Photoshop and Light Room, then take a look at ON1 and also Topaz Labs, both excellent helpful editing programmes. They have many quick presets with sliders to help you get there quickly, whereby the Adobe and Gimp products have a fairly steep learning curve.
