As we all know mini RCs charge android phones unless rooted or full charged. I'm looking at a 10000mah PD Powebank. Is PD needed?
 
Not really. Any PB able to deliver 5V and 2 Amp is good, you do not need anything else.

Now if you want to charge the Mini too, you need something with QC2.0 or QC 3.0. Please pay attention as there are some with multiple outputs (>2) that are able to QC but only on a single port, not simultaneous. So you connect 1 device you get quick charge. Then you connect something to the other port, and if falls back to regular 1 AMP charge.

You can charge the RC about 3.5 times from 10000 mAh or 2 of the Mini batteries and a Remote Controler, once.

I set mine up with a wireless power bank which will actually charge the phone while it is connected to RC and flying

I use a generic Office Depot branded 6000 mAh powerbank with my CrystalSky. I just use velcro to connect it to the back of the Evolution3D CS mount. I only use it to keep the RC charged.
