Quick question about new rules.

I live 7 miles from the airport and about 3 1/2 miles from a hospital heliport. I know I have to contact the heliport to fly here. As far as the airport (KJST) the area I'm in shows as class E4 to surface in AirMap. I've was told over in the Phantom forums it was OK to fly since I was more than 5 miles away. Has this changed under the new rules? It should also be noted I'm 1100 feet lower than the airport 3 valleys away. Recreational flyer.

Just don't want to cause myself problems since I do most of my flying about 20 miles from here, but I do fly here sometimes after a firmware update just to make sure everything still works.
 
Under new rules, you likely would be required to contact the "administrator" since it is controlled airspace. However if you are flying low, like below 100ft or not much higher than trees, I doubt anyone would care. But if something were to happen....

1. New rules are not yet in effect. FAA will advise in future.

2. When the new rules go into effect, amoung other requirements, hobbyists will need to request airspace authorizations to fly in Controlled airspace using the LAANC system

On October 5, 2018, the President signed the FAA Reauthorization Act of 2018. The Act establishes new conditions for recreational use of drones and immediately repeals the Special Rule for Model Aircraft.

The agency is evaluating the impacts of this change in the law and how implementation will proceed. The Reauthorization Act cannot be fully implemented immediately, please continue to follow all current policies and guidance with respect to recreational use of drones:

• Fly for hobby or recreation only
• Register your model aircraft
• Fly within visual line-of-sight
• Follow community-based safety guidelines and fly
within the programming of a nationwide community-
based organization
• Fly a drone under 55 lbs. unless certified by a community-
based organization
• Never fly near other aircraft
• Never fly near emergency response efforts


Updated direction and guidance will be provided as the FAA implements this new legislation.

I still have a question: if I am within 5 miles of a heliport, do I have to contact the heliport before flying my drone? It sounds like the answer is yes.

And, what if I am within 5 miles of multiple heliports: do I have to contact all of them first?
