I've recently passed my 107 and been spending time reading charts for my state of Michigan.
There are a surprising number of drone videos from downtown Detroit and flint which take place in controlled airspace. Downtown Detroit where the the ren cen is controlled from 3,100 to the surface and flint is controlled from 4,800 to the surface.
Granted, the pic may have been granted a waiver, or they may be flying recreationally with permission, but I find those unlikely for most drone operators.
I just found this to be an interesting observation. Perhaps the FAA rules should be changed. It should be legal to fly a drone if you are lower than the surrounding buildings as there is no danger to other aircraft.
