Photoshop Elements does most of what the full Photoshop program does. Cheap and easy to use.

i use movavi, i luv it, very easy to use,has automated features for a quick movie and lots of fun transitions etc

I use affinity photo on my iPad with the pencil. I think it was 30 bucks when I bought it and it works really well.
