It seems it's only going to work if all owners and finders know to go there. It would be easier if the owners would just attach their contact info to their drones.

I wouldn't enter any personal information into that site. It is not a government site, it's a scam to overcharge unsuspecting folks for a simple $5 registration by registering on your behalf. There are others like it as well.
