RID explanation please.

Can someone in the Mavic group please explain what "RID" is ment to do, when it will go into effect, what weight exceptions to drones, the ramifications it imposes and we as drone owners must do to comply with the law.
PLEASE, no long dissertations on the subject, just a simple explanation on each question.
